Because vBulletin introduces an entirely new theming and customisation system. If we go ahead and theme the forum now, an upgrade to vBulletin 4 will seriously break it and we have to start again. We'd much prefer to wait and enjoy the benefits of vBulletin 4 rather than blow our load early and then have to clean up early upon the release of vB4.

For the record, vB4 was slated for release "Quarter 2 2009", so I'd say they're very very close.
