People have.

But that's not the point. Sensis will continue producing one directory for every household because that is how they sell their advertising. If they could only get their books in 50% of houses, or more likely less, then they would find it extremely hard to charge the sort of money they do for ads.

That the majority of people don't even remove the book from it's plastic wrapper before throwing it into the recycling bin doesn't matter: so long as they're delivered to all 10+ million households and as many businesses then they can claim an ad could potentially reach the entire population.

Eventually, though, people will stop paying for ads they know aren't being seen, and Sensis will have to find some other means of revenue.
