Some content may be Akamai hosted (i.e. hosted on servers all over the world to speed up content delivery) like Microsoft patches and movie trailers.
Wouldn't surprise me if other high bandwidth content was also cached locally by Akamai.
ufnortunately from my understanding it's not possible to always block out certian akamai servers (some may be peered with your ISP, others might not be) so unless you enter said zone from a link or web page your ISP administers (which is probably IP driven) you might be getting the content from anywhere.
Such is a decentralised load balanced network.
