How easy would it be to develop an AFL score app (or NRL, Cricket, NBL etc)? Would you have to license the data from the AFL site or something?

I have one. But you can't buy it yet. It's stuck in the App Store traffic jam. Hooray!
Touchable Software Here I Am
Hopefully it'll be out soon.

I wouldn't have the first clue how to, but i have a brilliant idea for one..
Sydney's train stations have lcd screens on the platforms which displays (among other things) the number of minutes left till the next rain on that platform.
if there is a delay with a train, the time is adjusted accordingly. i would love to be able to see this screen from anywhere other than the train station..
like.. if i am running out the door of my apartment to catch a train, i would like to be able to take a quick look and see how many mins away the next train is.. rather than have to go through their website and sort through the timetables.
any clever dicks got any idea how to tackle that one?

You'd have to interface with Cityfail. I don't think they'd let us do that.

Absolutely - and that data is like gold. The NRL / AFL sell the rights to Telstra for $$ and there are a heap of companies involved in distributing the information.
Try and do it yourself and they will hunt you down with lawyers (If the AFL doesn't get you, Telstra / Optus / Sky / Nine <insert telco/media org here>) will

An AFL score app would require a licence from champion data, the company who deliver the live in-game stats for the AFL. I would assume it wouldn't be cheap.
I haven't got the time this season to do it, but I will do my best in the off-season to make an Essendon live score app, as they are the one team who retain their own 'net rights, and I work on the website for them. (Thus the reason why there are a couple of Essendon widgets)
