Ask the carrier and find out.

You should be able to determine your answer from your other threads or at least ask in there:
iphone on optus/telstra..am i too young?
can one person have more then one phone (two phones/2 plans in their name)?

You shouldn't need a credit card, there are a variety of payment options (like cheque).

Credit Card will not be the issue.

Does she have a good credit rating ect....?

Optus will run a credit check on her, things that will work to her advantage, are does she have other bills in her name, that she's been paying for a little bit, gas, elec, water, rent anything like that will count towards a good credit rating (or a bad one if she hasnt paid bills in the past).

Also if she has been with optus awhile, will be a good help to her, as they will be able to see she has been paying her bills ect....

Is she going to pay all the costs associated with her bf's phone including call charges, or is he going to pay for them?

She should be very aware that if the contracts for both phones are in her name, that she is liable for ALL the costs throughout the life of the contract. So if he can't or won't pay for any excess charges that he racks up by going over the cap, she has to pay them or it's her credit rating that suffers.

I thought of that also, just didn't want to bring up the possible consiquences if their relationship turned sour. He could run up a 10,000$ phone bill on purpouse, and your sister would be the one expected to pay.

If I was her I'd get hers on a plan, and his outright.
