As i am aware, the process is, that when you first got your phones IMEI, it was listed in apples servers as "locked to telstra". When you request unlocking from telstra, they send off a request to apple who then move you IMEI to the "unlocked" status on their servers, so when you sync again, it see's your IMEI is not locked, and therefor removes the locking from your phone.
Disclaimer: All my knowlege is based on reading up, not actually unlocking as of yet.

I tried it with my nextG sim and it is still not accepting foreign sims, even though Telstra say it is unlocked. Restored the iphone about 5 times to no avail. To me it seems the unlock may not have been successful on telstra/apples end ..?
Speaking to telstra about this is horrible - as they continue to try and put me through to apple iphone support - which clearly states on the opening recorded message - that any inquiries that aren't based on simple functionality - such as an unlocking issue - should be referred straight to the carrier ... So it keeps going around in Circles.....
Anyone have any advice ?
Im going to attempt this on another machine tonight - hopefully that does the trick....
