No it cannot do voice-dialling or voice-activated phone calls/commands.

There's an application called Fonix iSpeak for the 3G iPhone that does allow voice dialling and other commands.

Just hasn't been released as yet. Evidently they are not releasing through the App Store which leads me to believe it may be expensive when released.

This guy made a simple voice recorder:
iPhone voice recorder is available now iPhonestalk.com
before the 3G iPhone was released, with the promise of better things (read: voice-commands) to come. Not sure how far he got.

Then there's this one:
Voice Dial for iPhone - advanced speech recognition for the iPhone

I was about to buy the Makayama one, until I read the manual. After about 10 most called numbers, it starts to drop the recognition dramatically evidently. And it needs training, unlike something like MS Voice Command (which I used to have and worked well).
