I had the exact same experience except I actually went into the Perth Telstra shop as I had some spare time and thought Id see what they had to say (didnt expect much).
Anyway, the guy really didnt know what he was talking about. He said something like the Usage Meter on the iphone only measures Safari and that all the other stuff like GPS and itunes, etc etc is seperate. I said that I only use WiFi whenever I browse and that all that stuff should not show up on the Telstra Usage site as it is seperate. Another staff member overhead and recommended i contact a faults number (which I did whilst in the store) and after going through the endless motions of that ridiculous, infuriating voice recognition droid, i was eventually told the department I wanted was shut till Monday.
Im looking forward to having this sorted out once and for all. Actually, the other staff member that overheard me asked if I had upgraded to an iphone or if it was a brand new plan. I told him I upgraded which might be where the problem lies as it may be counting data from the previous phone (even though i never even used its browsing features as it was primitive.)
Anyway, lets keep posting here till we get to the bottom of this.

According to Telstra's terms & conditions, they round up to the next 1KB at the end of each session. So, if each ping represents one session, and the iPhone pings four times a minute, that pinging alone would represent 4*60*24*365/12 = 175,200KB or
171MB per month.

I too have noticed the discrepancy with the Data Usage meter/counter & Telstra quotes.
I think the counter on the iPhone is accurate, as this is backed up by the data usage posted on Telstra (in the table format of the specific data used each time I use the internet) [add up individual data usage = data usage on iPhone counter].
But the total amount of usage quoted (Telstra) on the top of the table (as per yours Mark) plus with the percentage usage is TEN TIMES more than what used?!?!?!?!

hmmm so i have a vodafone 250mb a month cap...
on my online voda statement it says ive made 48 dollars so far but only downloaded 6mb of data... my iphone on the other hand says 11.6mb...
does iphone also add the wifi data?

No, WiFi is not included on the iPhone counter, but Voda can be 24 hours behind your actual usage.

I just spoke to the Optus iphone technical dept. and they told me that the data usage meter on the iphone only shows wifi and not 3g data usage.
I made her repeat herself 3 times and she said that she was certain.
She also said that at the moment the only way that I can check my 3G data usage is to wait for them to send me a bill.

this can't be correct. im sure we could debunk this information if we did some tests (i would but im still waiting for an unlock to come through.)
why would it be called "cellular network data"

tested it.
data was on 29.3meg
connected to wi-fi downloaded aurora feint 23mb.
after counter was on... 29.3 meg.
WI-FI data is not counted on the USAGE screen.
the optus support people in my experience have been mildly retarded.

Haha. Seconded. No, wait, thirded. WiFi DEFINITELY does not count towards data usage meter in the iPhone. I've been using WiFi non stop for a week and a bit, and am still under 1mb (yes, 1 whole megabyte) of Optus data usage.
Optus people haven't done their homework, or lost communication somewhere along the lines. Sheesh.

I haven't tested it yet, bu it does sound like a classic case of talking out the arse to me too.
They must hate the idea that we can easily check up on their billing accuracy.

i hope what they claim our usage is, and what we see on our usage displays after the first month are fairly close. i mean if we claim to have used 302mb and Optus says we have used 659mb then it's going to cause a huge sh!tstorm (can i say that here?)
would be great if someone could make an app that counts outgoing calls (25c*flagfall) sms (25c) and minutes (min/2*ourplanrate) to present $/% used and left. and data % used/left. that could auto-reset on our billing date.
i would try but i have 0 idea.
