The data roaming option will only stop you from using data when on other networks for example if you are on virgin and are using the telstra network in an area with no virgin coverage that is called roaming, or if you go overseas that option will stop data usage overseas so that you don't get a data bill that ends up being hundreds of dollars.

My father-in-law was not originally on a Data Plan with Telstra and he rack up $1500 in data charges.

Just set your APN to something like DISABLED or DISCONNECTED or something totally stupid and crazy and it wont be able to connect to the EDGE/GPRS network.
Be careful with the APN, on Vodafone NZ you can enter anything you like in the APN and it will still connect using the default Vodafone NZ APN (at the network level). Handy, but a little dangerous if you don't have a decent data plan. Of course if you enter other APN's it will use that if it is valid -- it just WON'T stop GPRS working if you enter an invalid APN name. It's possible other networks work in a similar fashion.

Well, we're taking bout Aussie networks here, all the networks here will not let you on the mobile internet unless you have the correct APN, but I do see your point

In your case it would be wise to contact the phone company and get them to disable all data usage on the account, that way you can make sure you won't end up with an enormous phone bill.

Like I said in the second post on this page "Just set your APN to something like DISABLED"

You can do this by going to Settings>General>Network>EDGE

I am on a data plan with Optus, its the PDA heavy use $14.95 per month plan. they say it doesn't matter how long you are connected, its downloads that you get charged for. I haven't had a bill yet and am hoping I don't get any nasty shocks.
