You can't compare the two, really. AT&T had/has the exclusive deal in the US and that's why it was locked to AT&T, not because it was available on GoPhone.
In any case I would bet you a beer that the iPhone won't be network locked. Country locked, however...

Even though phones in France are unlocked they can only be used on French carriers, correct? That's what I remember hearing anyway.

Nowadays, the US is unique (??) in how tightly phones are locked to carriers (land of the free & all that). Apple got the UK, German and French deals 'more or less' locked to the carriers, on the basis of the popularity of the device (in the US).
But I don't think those deals were anywhere near as successful as everyone expected. And I don't think Apple will get away with that any more. They hit two pretty big markets, but I think that particular ride is over.
Apple will need to comply with relevant countries' consumer laws (hence Vodaphone & Singtel, at least in Australia).
Carrier subsidies are not to be sneezed at, though. When the iPhone came out it was expected to be $1000-$1200 in Australia... so you might want a subsidy...
Plus, don't we need an iTunes update just before an iPhone update? Keep your eyes on Software Update!

the issue of country locking is clearly a question of what apples global policy with regards to exclusivity is, there seems to be a few rumours around that they will be getting sold unlocked in the US also soon, and I'm guessing that means the UK as well. If that's true there's not much point country locking them

At the risk of repeating myself: Optus mobile broadband can be used in "phone as a modem" mode. Of course, you don't actually need to use your phone as a modem. If you have a decent phone, like the Nokia N Series phones for example, you can browse away to your heart's content on their mobile broadband plan without a computer in sight.

I'm looking at the Optus site and I see no way to use their 1GB, 2GB, 5GB, 6GB Wireless Broadband plans on a Mobile Phone. They also say nothing about using your phone as the modem. You may be able to use their Mobile Internet Packs (10MB, 30MB, 200MB) for your phone when you use the phone as a modem, but as far as I can tell you cannot get above 200MB for a Mobile Phone.

The N95 browser sucks compared to the iPhone and the iPhone's browser sucks compared to a proper computer with Safari/Firefox.

does anyone work for optus or anything who can 100% confirm/deny whether you can use the broadband packages with a phone? I see absolutely no reason why it would not be possible, it's probably just that they don't advertise it so they can keep selling overpriced mobile packs, but maybe I'm wrong

I dunno, I was calling it cheap, I mean blackberrys are 1k, n95s are about the same, most HTCs come in over a thou, and all of those get thrown at you for free on contracts around 70/80 a month, which is about what I'm expecting to pay
