Airport issue

I connect to my iMac from the iPhone, using a sharing the internet connection. My modem (which is not a router...) is connected to the Mac via ethernet.
Now, the WiFi signal drops out a bit upstairs, so I thought I'd use my Airport Express to boost the signal.
But I can't seem to make it do this.
It will only act as a Base Station, or as a relay to another WiFi device (not the computer's Airport card, evidently).
I'm stumped. I don't see why it can't do this, but I can;t find a way to make it happen.
I've trawled Apple's support, read all the manuals, and now I've posted a thread in the Airport discussion section on Apple's website...
Any ideas?
