When you select the Telstra wi-fi hotspot, you open the home page. There's a tab there marked other carriers, but I have never clicked it so I don't know any thing else to tell you except to try it.

The other carriers are other Telstra business' like Bogpond etc. If you don't subscribe to any Telstra services you can buy access/time using a credit card- the minimum is $5 which gets you 15mins.
