I'm pretty sure Speedtest.net artificially inflates your results. I grabbed a laptop and a NextG USB modem and did three differen tests:
Test 1 - bandwidthplace.net/speedtest
780kbps
Test 2 - speedtest.net
1448kbps
Test 3 - pcpitstop.com/internet/Bandwidth.asp
800kbps

These were all conducted one after the other, in exactly the same location. I've repeated the tests twice now and acheived similar results on all sites. Take these answers with a grain of salt, people.

EDIT: Speedtest also tells me my corporate network is running at 4000kbps, whereas pcpitstop reports only 700kbps. Much more realistic.

The CityLink fibre connectiont that I recently had installed at my work. Primary connection is 10Mbps with 50Gb cap, secondary is a max/max adsl connection with 15Gb cap. If there is an outage on the primary the secondary automatically switches on, and when the primary service is restored the secondary fails back over to it. very nice setup!

Any network techs out there which might be able to shed some light on the vast differences between the two tests?

Do the people here with the high speed services ever reach those speeds when surfing & downloading (excluding Bittorrent)?

No. Even on BT, only Oink gives speeds anywhere near what I got from speedtest.
