It's nothing but a guess on my part, but it's hardly ludicrous:
a) "never happened" is arguable - more than one site
backs up the story. And Intel's denial is hardly conclusive either - what are Intel really going to say? "Oops, you got us. Here's all the info we have." Um, no.
b) Rumours of a tablet go way back before the current round of speculation. The original
rumour dates back to 2006. More recently AppleInsider
have repeatedly stated that their sources indicate more multi-touch OS X products are coming. And the
rumour of a tablet at WWDC originated before the Intel Germany comments.
c) Steve even said in a NYT
interview that Apple had "invented a new class of interface". Think they're going to just stop at a phone and an iPod?
and d) if there isn't something coming, why are there 18 unannounced sessions at WWDC?
