Throwing in my 2 cents (sorry if its been mentioned, but 28 pages...)
Apple are suffering less than stellar adoption rates in Europe. They need another large revenue generating expansion but the average Australian is closing his cheque book due to rising interest rates, mortgage and rent payments, and petrol prices. In these market conditions the first thing to go are luxury items such as a new mobile (especially an expensive iPhone). They need a very finely tuned product launch strategy, and this rumor perfectly plays into it.
Firstly, every Australian Apple faithful/early adopter knows about this. They have been googling "Australian iPhone" for ages. A slightly credible rumor allows time for them to mobilize and find sufficient cash reserves to buy one. The faithful will allow for steady revenues until August 1st, when everybody gets their tax back (about the cost of an iPhone). The average punter will have a big cash boost but needs somewhere to spend it. This is where they need deniability of a rumor like this. They are organizing a highly publicized 3G iPhone launch coinciding with the King Street store launch to get the maximum shock factor across to the guys with disposable income. Market conditions also explain no lock in contracts (plus they get to bypass the ACCC entirely), they need to give as many people as possible access to purchase an iPhone. Limiting their potential consumer base off the bat with a lock in contract, considering tightening consumer spending conditions, would not be wise.
Lets be honest, Steve Jobs (and Apple Inc.) definitely think they are above the credit crunch. So far they have been right, they definitely don't want to loose the momentum of their first quarter boost in mac sales.
For my (arguably useless) opinion, its probably true. But I think we all know that by now

Vodafone for Iphone in Australia
Vodafone will have the iphone in Australia. Doesn't mention prices or date other than saying later this year. Also doesn't state that they have exclusive rights here.

That sucks in a way. Voda's coverage in Perth is woeful at best. I do hope with the surge in Vodafone customers through the iPhone that they will start expanding their network again (might be fine in the East, but crud here!).

If history is any guide, and it is, it doesnt matter which network it's on. There are plenty of tools to remove that restriction. And, everything is pointing to multi-carrier here anyway.
