Yeah there's something called Saft which does that among a lot of other things.
Edit: Actually I'm not too sure if it recovers them after a crash but it does save any tabs/windows that you have open when you quit. |

Safari does it out of the box.
History > Reopen All Windows From Last Session That will reopen tabs as well
