Guess what. I was talking to for now "an un-named source", and apparently, Apple will be releasing the new SDK within the next week .

Since I thought the talk already was 'some time in February', as much as it doesn't pay to believe what you read on the internet (with no offence to the OP), it sounds credible to me.

If it's true, I might just be buying that iPod Touch within a week...

It will still be necessary for some programs I think, My speculation is it will be all posted through iTunes and Apple will screen all code, so not all of the apps will pass
