Safari problem - any ideas

Apologies if this is a stupid question, my mac laptop has started doing something odd if I am on the internet. No problems scrolling down a page using the arrow key, although if I try to scroll up, the page jumps and the screen turns light blue displaying the name of the web page in a box across the screen. Has anybody experienced this, any ideas on how to fix?

Cheers

Sounds to me like you have set the up arrow to be the shortcut for Exposι.

Go to System Preferences -> Keyboard & Mouse -> Keyboard Tab

Then expand the Arrow for "Dock, Exposι and Dashboard" to check your keyboard shortcuts.

The defaults are:
Automatically hide and show Dock - Alt + Cmd + D
All Windows - F9
Application Windows - F10
Desktop - F11
Dashboard - F12
Spaces - F8
