Photobooth is OSX, not iLife.
I can't really think of what I'd want, OSX Leopard is the best OS I have ever used (out of like... 4), all I can see myself wanting is some basic refinements all around.

I don't know, but something has got to be better than the blue-ish scroll bars that were there in 2004, and are still there today.
Even the iTunes-like scrollbars would be an improvement!

ooh-ooh-ooh! I know!
You can have it so that as you hold down modifier keys and scroll, you can change the transparency of windows - so you could be typing up a word document while you watch a movie, for instance. I know TONS of people who have this on their Linux-based machines, who think that it would definitely be on Leopard, but isn't...

This already works currently.
Finder file tagging would be good, beyond setting file labels or comments. Hierarchical file tags: even better.
Also, the ability to put any Quicktime movie in a window (e.g. a movie trailer), to fullscreen without going through Quicktime Player.

I would HATE this sooo much. I often have multiple pdf files open in preview or multiple windows (not just tabs) in safari. If i pressed the red button to close one set, i don't want everything to close.
Plus, i like the fact that the application is always available if you want to open it up again. By that i simply mean, opens instantly.

You sort of can, with quicklook. Just spacebar on the movie file, and it opens up. Click the arrows to make it full screen, or if you have multi-touch, just pinch to make it bigger. I do it all the time with short movies, like trailers.

I meant a QT movie in a browser window. I normally zoom the entire screen, but then have to deal with the mouse pointer on the screen. Some flash video e.g. on youtube.com have this feature built in.

I want the ability to be able to lock my workstation when I leave the room
Similar to how windows has win key + L.
As currently whenever I leave the office I have to close all apps and log out.

You can lock your workstation using Keychain Access in /Applications/Utilities. Not eas easy as winkey+L, but you can put a menu extra in the menubar to do it.
There's also screensavers with the option to require a password to dismiss.
