Can't connect to my windows box
It shows up in finder, but says "connection failed". It doesn't prompt me for a user / password. When I click on "connect as" and enter the user / pass it still fails. I tried creating a new user on the PC and tried connecting to that - same thing.
It would help if there were some kind of error message - "connection failed" isn't very helpful, I can see that for myself.
I can VNC to it though. I read that the new connection stuff uses VNC, how can I access that, or is that what I'm doing in the "shared" bit?

Try opening a connect window (command-k) and typing: smb://ip.address.of.the.computer. That might work.

On your windows box, log off your server domain and log onto "this computer"

It's an XP box, not a server, so there's no domain, just a PC. Tried rebooting it as well.

Yeah but my point still stands.
When you log in, can you choose to log in to "this computer"? or do you not log in it just defaults to your login for you?

There is a login / password box, but it doesn't give the option to log into "this computer" or a domain.

Try disabling the Windows firewall temporarily and try Connect to Server with the IP address of the machine (as mentioned previously). If it connects then you need to fiddle with the permissions in Windows firewall or whatever firewall program you're using. That was the issue I had when I was trying to get Hamachi working on my network.

that option only appears *IF* the windows machine has been registered on a domain. if it hasn't, ie if the computer has not been networked or is on a workgroup, then the only logon options you'll get are username and password.
make sure file sharing is properly enabled on the windows box.

That's it - it's a home PC so I've never registered it on a domain.
I'm pretty sure the file-sharing is set up OK, and it did work with TIGER. Nothing's changed on the Win box. I also tried creating new shares, removing and replacing an old one.

im having the same issue with an xp sp2 laptop, not on a domain, only workgrouped, it wont let me connect
restarted sharing, turned off firewalls, AV and all that crapola..
used to work in tiger. maybe i should sell it and buy the wife a mbp

ive had no probs connecting to an xp box after leopard upgrade
works just as it did in tiger... only better

Ok.
The reason I suggested it was because:
*IF* the windows machine has been registered on a domain, and is logged on again as a local user to that same domain without a server connection, it can prevent the machine initiating or accepting connection authentications outside of that domain. To work around this illogical gibberish, the most painless way is often to log on to the "this computer" domain (if such a login is also set up), after which the computer will then happily connect outside of itself, i.e. to another domain or workgroup or machine, e.g. to your apple computer.
*IF* the windows machine has never been registered on a domain, then
a) it ain't the cause of the problem; and
b) you won't be able to see that option in the login box.
