I believe certain cards do just work on mac pros - far easier than it was for ppc

Videocard flashing only applies to getting a card designed for x86 machines to work with PowerPC machines ... and as your Mac Pro uses one of those accursed Inthell chips, there's no need to flash anything.

My guess is you are after something with a bit more GPU gruntage for playing games via Windows (via Boot Camp) on your silver tower, yesno? Go buy whatever Windows card you like and drop it in ... but also budget for a small KVM switch so that you can choose which videocard signal gets sent to your monitor, because you'll have one card for OSX, the other for Windows.

It is quite feasible to add any Windows-compliant PCIe videocard to a Mac Pro, and Windows via Boot Camp will make use of it once the correct drivers are installed, but the card will not be accessible to OSX. Cards which are similar to Apple's own (the 7300-GT, the X1900-XT and the Quadro 4500) and use the same GPU may work, but there is no guarantee. There are a few reports of people getting a Windows-market 7800-GT to run in a Mac Pro, but only if the Apple factory 7300-GT is left in the machine as well, and you're prepared to perform surgery on the extra power cable ... and even then, the 7800 can't be used as a primary display, and there are still redraw issues with them under OSX.

visit the manufacturers page, e.g. ATI and look for a card that suits your requirements, then see if Mac compatibility is mentioned., . ..

On the early Mac Pros you used to have to take out the PC graphics card to boot OS X at all. It still works fine under Windows though.
