How would that work? I don't see how a piece of software could query the physical state of an individual LED...

IMHO, most of these quoted millisecond rates are a crock.

What are they measuring? on to off? off to on? red to green to blue? white to absolute black or just to 95% black?

Until there is an agreed standard, your best bet is to go and look at the screens if at all possible, and actually run the app or game that you think might have problems with smearing.
