Default iMacs on an NT network - work group manager problems

We've spent a great deal of time trying to get a handful of Macs on out NT network.

We've succeeded in doing this in that students can log on and see their network space.

What we're trying to do now is have work group manager apply changes to clients, but it isn't working. (We want to make settings for workgroups so that they can and can't access certain OS X features.)

Has anyone been down this road and been successful and can offer some tips either here or via email?
