Outlook web access is a browser client - you read your mail file on the server using a browser like Safari, over TCP port 80 or 443 (https).
Apple Mail is a POP/SMTP/IMAP client. You download your mail to your computer, usually using ports 110 and 25.
They are not the same, and a URL for OWA will not work for POP access.
I'm not absolutely sure, but I think the Exchange server needs to have IMAP enabled for you to be able to connect with Apple Mail. And you would also need to specify IMAP as the account type in Mail, instead of POP.
Your Exchange admin should be able to tell you if it is enabled, and also the server name (something like mail.yourcompany.com.au).
